CALL FOR EXPRESSIONS OF INTEREST (EOI): VIDEOGRAPHER FOR DOCUMENTARY ON GENDER ASYMMETRY IN HCDT LEADERSHIP

Grassroots People Empowerment Foundation (Policy Alert) is a non-governmental organisation with a vision of accountable institutions; empowered citizens; and sustainable communities. Our mission is to promote social, economic and ecological outcomes that are people-centred, equitable and sustainable. We operate principally in the Niger Delta. Our target audiences include communities, media, civil society organizations (CSOs), state actors and institutions, international financial institutions, and corporations.

Policy Alert is currently implementing the Advancing Gender, Innovation, and Local Engagement in Nigeria’s HCDTs (AGILE) project with funding support from the Canadian Fund for Local Initiatives (CFLI), a flagship program of the Government of Canada.

Government of Canada.AGILE seeks to amplify women’s voices in Host Community Development Trust (HCDT) governance structures across Akwa Ibom and Rivers States. While the Petroleum Industry Act (PIA) created HCDTs to promote equitable community development, women continue to face structural exclusion in these decision-making spaces.

To strengthen advocacy and visibility around this issue, Policy Alert intends to produce a documentary film showcasing women’s leadership journeys and the push for gender inclusion in HCDT governance. In line with this, we seek a creative and technically competent videographer (individual or firm) to produce a compelling documentary

Objective of the Documentary

Documentary will:

  • Highlight the gender imbalance in HCDT leadership and decision-making.
  • Elevate the voices and stories of women engaged through Project AGILE.
  • Strengthen advocacy for women’s inclusion, transparency, and equity in resource governance.

Scope of Work

The selected videographer will:

  1. Develop a storyboard and production concept in collaboration with the AGILE project team.
  2. Conduct field shoots in Akwa Ibom and Rivers States.
  3. Record interviews with women leaders, community stakeholders, and governance experts.
  4. Incorporate archival visuals, graphics, and voiceover narration where necessary.
  5. Produce not more than a 30 minutes documentary and one 2-minute advocacy short for digital platforms.
  6. Deliver all materials in high-definition (HD) format suitable for online and broadcast use.

Deliverables

  1. Final documentary film not exceeding 30minutes
  2. A 2-minute advocacy version for social media dissemination.
  3. Raw footage and project files.
  4. Storyboard and post-production summary.

Eligibility and Requirements

Interested applicants should demonstrate:

  • Proven experience in documentary filmmaking, preferably on gender, governance, or development themes.
  • Strong visual storytelling, cinematography, and editing skills.
  • Ability to convey complex governance issues through human-centered narratives.
  • Technical capacity for professional audio-visual production.

Application Requirements

Applicants should submit:

  • A brief proposal (maximum two pages) outlining their creative approach, methodology, and work plan.
  • A portfolio or links to at least two (2) previous documentary projects.
  • A profile or CV of the individual or key personnel (for firms).
  • A budget estimate (optional but encouraged).

Timeline

The entire assignment is expected to be completed on or before December 20th.
