CALL FOR EXPRESSIONS OF INTEREST FOR THE DEVELOPMENT OF A GENDER-AWARE METHODOLOGY FOR RANKING HOST COMMUNITY DEVELOPMENT TRUSTS (HCDTs) IN AKWA IBOM AND RIVERS STATES

Background

Grassroots People Empowerment Foundation (Policy Alert) is a non-governmental organisation with a vision of accountable institutions; empowered citizens; and sustainable communities. Our mission is to promote social, economic and ecological outcomes that are people-centred, equitable and sustainable. We operate principally in the Niger Delta. Our target audiences include communities, media, civil society organizations (CSOs), state actors and institutions, international financial institutions, and corporations.

Policy Alert is currently implementing the Advancing Gender, Innovation, and Local Engagement in Nigeria’s HCDTs (AGILE) project with funding support from the Canadian Fund for Local Initiatives (CFLI), a flagship program of the Government of Canada.

The overarching goal of the AGILE project is to promote gender-responsive governance in Nigeria’s oil and gas sector by empowering women leaders in Akwa Ibom and Rivers States to engage actively in the governance of Host Community Development Trusts (HCDTs) established under the Petroleum Industry Act (PIA). The project also aims to develop gender accountability benchmarks to enhance transparency and inclusion in these structures.

Objectives

As part of the strategies developed to achieve the project overarching goal, Policy Alert solicits a call for expression of interest for the development of a Gender-aware methodology for ranking and assessing Host Community Development Trusts(HCDTs) in Akwa Ibom and Rivers State. The methodology will serve as a tool to measure gender inclusion, transparency, and accountability within HCDT leadership and governance processes.

Scope of Work

The consultant will be responsible for:

  • Conducting a desk review of the Petroleum Industry Act (PIA), HCDT governance frameworks, and relevant gender inclusion policies.
  • Designing a gender-sensitive methodology and ranking framework for assessing inclusivity in HCDTs.
  • Identifying measurable indicators and scoring criteria for gender representation, participation, and accountability.
  • Developing a user-friendly guide to support the application of the ranking tool by CSOs and community monitors.
  • Facilitating a validation workshop with key stakeholders, including HCDT leadership and regulators, women leaders, and CSOs.
  • Producing a final, high-quality version of the methodology and related tools.

Deliverables

  1. Draft and final versions of the gender-aware HCDT ranking methodology.
  2. Indicator matrix and scoring framework.
  3. User guide/manual for application by CSOs and monitors.
  4. Presentation of findings and framework at a validation meeting.

Timeline

The consultancy is expected to be completed within three (3) weeks from the date of contract signing.

Eligibility and Requirements

Interested consultants are expected to submit:

  • A technical proposal (maximum two pages) demonstrating understanding of the assignment, proposed approach, and timeline.
  • A CV (maximum three pages) outlining relevant qualifications and experience in gender analysis, governance, and social accountability.
  • Samples or links to similar works completed within the past three years.
  • Two professional references attesting to the consultant’s capacity and quality of work.
